We sometimes have challenges with one user have done something wrong in a report and
the report use almost 100% CU from the capacity for few queries.
What is your recommendations regarding how to handle this?
Is it this setting below that we today have set to 60% I should change?
Is it possible to set on report level instead of capacity level?
What is your recommendations regarding these settings
to try to avoid not overloading the capacity because of bad reports?
Maybe it is bad to lower the limit?

Remove that workspace from Premium and conduct a training with the developer of the report. Only allow them back on when they have shown clear improvement in query performance.
