The only way to currently do this, is you will have to log in as the user who just left.
So I would suggest first changing his password, so that the user cannot log in.
Then you can log in with his credentials, which will then enable you to delete the required App Workspaces and Files.

@GilbertQ Thanks forr your reply. Well the problem is that Previous Power BI Admin credntial has been deleted by System Admin like his Windows AD and all that. In that case what should we do?
@GilbertQ Thank you for help. I think Sys/Net Admin can restored teh deleted user account, if they are making a backup. I am not sure the exact process, but I did dig into a lottle, and it seems like, Yes there's a way.
