For any On-Premises data sources like local Excel files you would need to install a On-Premises gateway.https://docs.microsoft.com/en-us/power-bi/service-gateway-onprem
For SharePoint files gateway is not required, you are able to refreshed just with your account credential.

Hi Anonymous ,
When your dataset/report is updated, the dashboard tile will automatically be updated as well. To enable an automatic refresh, go to Datasets - Schedule refresh, and set up the scheduled refresh from there.
For your second question, this may depend on what your source is, but it is possible to trigger a dataset refresh when new rows are added to your source by using Power Automate.

For my second question, my datasets are mainly excel and sharepoint links and how can I proceed with that

If you go to https://emea.flow.microsoft.com/nb-no/templates/ and search for Power BI in the search filed at the top, farthest to the right on the second row of templates you will find a template called "Update Power BI dataset when a SharePoint file is updated".
My suggestion is to start with this one, and also explore other templates.
