When your dataset/report is updated, the dashboard tile will automatically be updated as well. To enable an automatic refresh, go to Datasets - Schedule refresh, and set up the scheduled refresh from there.

For your second question, this may depend on what your source is, but it is possible to trigger a dataset refresh when new rows are added to your source by using Power Automate.

For my second question, my datasets are mainly excel and sharepoint links and how can I proceed with that

For any On-Premises data sources like local Excel files you would need to install a On-Premises gateway.

For SharePoint files gateway is not required, you are able to refreshed just with your account credential.

You can use the navigation panel on the left to find other information to help you understand the rules of the dataset refresh in Power BI.

If you go to https://emea.flow.microsoft.com/nb-no/templates/ and search for Power BI in the search filed at the top, farthest to the right on the second row of templates you will find a template called "Update Power BI dataset when a SharePoint file is updated".

My suggestion is to start with this one, and also explore other templates.
