Help with a Dashboard creation

Hi , New to dashboard creations . And recently got a ask to create a dashboard for Data completeness which shows Retail Sales Value and Volume R12 for a individual country against the Retail sales Value/volume R12 for entire world Month wise . We have only Sell-Out Value and Volume R12 measures created in the existing model . 

What should be the ideal start for this ? How to get this one created ?

Please note that "dashboard" has a different meaning in Power BI.
