HTTP GET REST API to get the PowerBI dataset refresh status

I've added a HTTP GET step in Logic App. But I am getting 403 Forbidden message. 

How I can resolve this error. I am not able to register the app on Azure AD because of admin consent required. How I can get the detail of admin or master user ?
Is there any alternative to get the refresh status using Logic app ?

You can get the refresh id directly through the relevant API ,it will return refresh id (request id), the relevant statements refer to this document：

I believe you are able to login to Azure portal. Below is one of the way to get the Global admin user , however if it is a service account you might not be able to proceed.
