Hi @Anonymous ,
Is this your first time to connect to Oracle DB data source? For this kind of data source, you need to download and install Oracle client in advance, and you can connect to Oracle database after installing the matching Oracle client driver.
If you are connecting to Oracle DB through a gateway on the powerbi service, you must install the correct Oracle client software on the computer running the gateway.
Try again by referring to the steps given in the official documentation below.
Connect to an Oracle database with Power BI Desktop - Power BI | Microsoft Docs
Manage your data source - Oracle - Power BI | Microsoft Docs
If the problem is still not resolved, please point it out and provide related operation screenshoots. Looking forward to your feednack.
Best Regards,
Henry

Go to the ODBC 64 bit control panel and create your ODBC connection. Then reference that dsn in the Power BI connection dialog ( server ="dsn=YourConnectionName")
Any particular reason why you are not using the native Oracle driver?
