I have a user trying to publish a new report into an existing app. His report is already published to the workspace. So, he is simply updating the app to include the new report. He is encountering a 'Failed to publish app' error message. That error message doesn't have any other information. I checked what I could, and everything "looks right". He has sufficient access in the workspace (Member role), the app's audience is set to the entire organization, his report and semantic model look fine (no error messages), and he is following the correct procedure for updating the app. So, why is he encountering this error? And, how can we resolve it?
If it matters, I had another user encounter the same problem. If it matters, both users deployed their semantic model and report into the desired workspace via a deployment pipeline. I don't think that should matter, but that is something unique to both of them.

I determined the root cause of the problem. The user wasn't in the security group who is given the permission to publish (update) apps that are viewable by the entire organization. Putting that user into the given security group resolved the problem.

After they put the report and semantic model into the workspace via the deplyment pipeline, did the user also refresh the semantic model in the workspace? The deploy method usually requires the model to be refreshed to be active.

Yes, he did run a (successful) refresh of the semantic model in the target workspace.

What about the owner of the report? That should not affect this but I am curious if it is a service account, a named user or "pipeline"???
Also, can other people update the app? (I am trying to see if it is a user issue, a pipeline issue, an app issue or soemthing in between.)
Is this a Direct Qeury semantic model? If so, do you have the admin settings set to allow for Direct Query to be used?
