Recently, I encountered an issue where the color themes were lost after I published a .pbix using the .pbip saved as to the pbi service. This problem only occurred when I accessed the report. It worked fine on my local pbi desktop.
I am using 21v(app.powerbi.cn). Could this be causing the issue?
Could someone please help me? I appreciate any replies.

The issue you're encountering, where color themes are lost after publishing a `.pbix` file to the Power BI Service, could be caused by several factors. Since you're using 21v (app.powerbi.cn), which is the China-based Power BI service hosted by 21Vianet, there might be differences or limitations compared to the global Power BI Service. Here are some steps and considerations to help resolve the problem:
1. Verify Color Theme Application
- Local Power BI Desktop:
- Ensure the color theme is applied correctly in Power BI Desktop before saving the `.pbix` file.
- Use View > Themes > Browse for Themes to verify or reapply the theme file.
---
2. Publish Compatibility for .pbip Files
- PBIP Limitation:
The `.pbip` (Power BI Project file) format is relatively new and still being integrated into Power BI's ecosystem. Converting `.pbip` to `.pbix` might occasionally cause metadata loss, especially for custom themes. To test:
- Open the `.pbix` file created from the `.pbip` file.
- Reapply the color theme directly in the `.pbix` and re-publish it.
3. Check 21V Service Specifics
- Localization Differences:
The China-based service may have differences or restrictions in handling newer Power BI features like `.pbip` or custom themes. To check if this is the root cause:
- Publish the same `.pbix` file to a global Power BI Service environment (if accessible). If the issue doesn’t occur there, it’s likely a 21V-specific limitation.
4. Enable Custom Theme Persistence
- Confirm that your custom theme is saved with the `.pbix` file:
1. Apply the theme in **Power BI Desktop**.
2. Save the `.pbix` file.
3. Re-open the `.pbix` locally to ensure the theme persists before publishing.
5. Recheck Dataset and Workspace Settings
- If the `.pbix` file is connected to a shared dataset, ensure that:
- The workspace where the dataset resides supports custom themes.
- All visuals in the report are using the theme-defined colors (not manually overridden).
6. Test with Default and Custom Themes
- Publish the report using one of Power BI’s default themes (like City Park or Twilight). If these work:
- The issue may be related to your custom JSON theme file.
- Revalidate your theme JSON file structure for compatibility issues.
7. Investigate Browser and Cache
- Since the issue only occurs when accessing the report in the Service:
- Clear your browser cache or try accessing the report in an incognito/private mode.
- Check for any potential browser-specific rendering issues (try multiple browsers).
8. Update Power BI Desktop
- Ensure you're using the latest version of Power BI Desktop compatible with the 21V service.
- Older versions might save themes in a format not fully compatible with the Service.
Next Steps:
If the issue persists:
- Contact 21Vianet Power BI Support with detailed information, including:
- The version of Power BI Desktop you’re using.
- The custom theme file (if any).
- The exact steps to reproduce the issue.
Let me know if you need further assistance troubleshooting this! 😊
Please mark this as solution if it helps. Appreciate Kudos.

Hi FarhanJeelani,
I tried it, the same .pbix file works on .com but fails on 21V.
Thank you very much for your reply.
