I am having trouble exporting to PDF. I have a report that has background images. All background images are set to Fit, the page size is set to 16:9. When exporting to PDF from the desktop application, everything renders correctly. When doing that in the service, all objects are shifted to the left when extracting to PDF.

I didn't met that issue with my test, try change the background image fit to normal, or even remove the background image to check where that issue still occur.

Unfortunately, the background image is an important part of the look and functionality of the report.
All images are set to fit as stated in the Power Bi documentation, and the images also have aspect ratio 16:9 like the report page
check your printer settings when you convert to PDF
if it still persists i would log a ticket with Microsoft
