Export map with polygons

Is there any way to add polygons to a map with a background tile, then export the report as a pdf? I have tried:
using a Map visual, but this only allows points not polygons
using Filled map visual, but this does not allow user-defined polygons or have a background tile
using iconMap and Data Map visuals, which give me what I want in the report but they do not appear in an export because they are not certified visuals.

ArcGIS maps and R visuals are apparently not supported for export.

If I use iconMap or Data Map I can export the page from Power BI desktop, but I am using Power Automate to apply a filter and produce a pdf, and as far as I can tell I can only do that from a published report.
