Excel Workbook error on Browser Reload

I'm having an issue where if I hand out the web link to an Excel Workbook published to a Workspace, users (including me, the author) get a "Sorry, we couldn't find that Workbook" error.

Address looks like this:

If I navigate through the Workspace to the Report, it loads just fine.  If I refresh the browser, the error pops up.  The web address is the same every time...  This of course does not happen with standard Power BI Reports.

 

I want people to be able to bookmark this link and not need to navigate through the Workspace.

 

Additional Test:  I published it to the App and I'm able to refresh that link just fine, which looks more like below, however I prefer this report not be in the App and it shouldn't need to be either.

Microsoft determined this is a bug of sorts, engineers are working on fixing it.
