I have uploaded an Excel Workbook to a Power BI workspace. This wrokbook has a pivot table that is connected to an on-prem Tabular instance. The workbook opens fine in our on-prem SharePoint but I would like for the workbook to live in the Power BI workspace alongside the Power BI reports so that end users can go to one place for all of the reporting and analytics on the subject. However when I upload the workbook and try to refresh it I get an error. I have a data gateway connection setup for this data source (it is the same as the pbix file that is also in the workspace). Has anyone encountered this issue? If so, how did you fix it?

I'd like to suggest you upload this excel workbook to sharepoint online and install a personal gateway to handling refresh operation.(power bi service get data from sharepoint online)
According to your error message, it seems like on-premise gateway not works for your scenario.
