Excel - Get Data from Power Platform - From Power BI - Do not see any dataset

Hello, 

I have some reports and datasets in a premium capacity workspace. My user has a free license and I gave him build (app) access on the datasets in that workspace. I also enabled tenant settings "Users can work with Power BI semantic models in Excel using a live connection". He has Excel version : (Version 2408 Build 16.0.17928.20336).

I have all requirements described in this page: https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-connect-excel-power-bi-datasets

But still when he "Get Data from Power Platform - From Power BI" in Excel is not able to see any dataset in the right pane (power BI Dataset) and has the error message :
"Unable to connect to Power BI to loas your datasets.Please try again or contact Power BI support).
It looks like you don't have access to any data yet. Open Power BI to explore sample data or build your own dataset.

Any idea what's blocking ?

Note: I do not want my users to be contributors of the workspace...

Accessing power bi datasets in excel, it requires either a Power BI Pro license or a Premium Per User (PPU) license even when the dataset is hosted in a Premium workspace. Try assigning a Power BI Pro or PPU license to the user. Once licensed the user will be able to see and connect to datasets in excel as expected.

Hello, 
Regarding this issue, I found out that adding my users into below tenant setting is solving this it :
I haven't seen anywhere microsoft document this :

@Cyril090 Click on the Power BI Data Hub. This launches a pop-up of the Power BI Data Hub and user should see all the Models they have access to.

Thank you for reaching out to Microsoft Fabric Community.

 

For a dataset to show up in excel's power bi connector, the user must interact with the dataset once in the power bi service to establish visibility and caching. please follow these steps:

  • Open power bi service and go to the workspace where the dataset is located. Go to the Semantic model (dataset) not just the report, click on the dataset name and choose Explore or open any report built on that dataset. This step helps register the dataset with the power bi session and makes it visible in Excel.
  • Now in the Excel, go to Data tab --> Get Data --> From Power Platform -->From Power BI, you should now see the dataset listed.
  • Ensure you are signed into excel with the same account used in power bi service.
  • Even if the user has app access, please ensure they have explicit Build permission on the dataset. Go to the workspace where the dataset is, click on three dots (⋯) next to the dataset --> Manage permissions. Check if the user is listed with "Build" permission, if not click Add user and grant Build permission explicitly.
  • If the dataset still does not appear, try refreshing excel or restarting it.

Have you had a chance to try the steps mentioned earlier and check if the issue still persists?

  • Regarding the Power BI Data Hub button not visible in excel, check if you are using Microsoft 365 Excel, not an older version like Excel 2016 or 2019.
  • Update the excel to the latest version to ensure all power bi integration features are available.
  • Make sure you are signed into excel with the same account that has access to power bi
  • Once done restart the excel and try again the Power BI Data Hub icon should now be visible. If the button is still missing or you are still seeing the ‘Unable to connect’ message, check whether other users in your org can see the Data Hub.

no unfortunately, after checked all points you mentioned my user is still not able to see the datasets

Please try and confirm the below following checks:

  • Confirm that the user has a valid Power BI Pro or Premium Per User (PPU) license.
  • Ask your power bi admin to go to the Power BI Admin Portal > Tenant Settings and check if ‘Export data’, ‘Allow live connections to semantic models from Excel’ and ‘Use datasets across workspaces’ settings are enabled.
  • Check if the network allows traffic to *.powerbi.com and *.analysis.windows.net is allowed.
  • Also try signing in with the same user account on a different machine or excel profile to check if the issue is environment specific.

My user does not have a pro license as we are on a premium capacity. 
The remaining points are verified and are working

Indeed this Export... Analyze in excel from the dashboard is available for him, but it's opening a pivot table 
I like the option to Get Data from PowerBI dataset as it gives you the option to import as a table or pivot

please have them try the "Export...Analyze in Excel"  menu item in the app's report.
