Enable subscriptions for specific users

Hi, 

By enabling "Users can set up email subscriptions" I know the entire organization can create report subscriptions, is there a way to enable this functionality to specific users, groups or workspaces instead of the whole organization?

Accroading to the article, the function is apply for the entire organization, and  it cannot be applied for a special user or group, the special user or group can be set when enabling 'Allow email subscriptions to be sent to external users'.You can refer to the following link.
