Embed for Organization: can we disable users from directly accessing reports on PowerBI.com?

Hi there, we are embeddng reports into the Company Portal (embed for organzation scenario). There is a group of users that should have access to the reports on the portal only (with AAD/EntrID authentification), and we need to prevent them from accessing the same report on PowerBI.com. How can we do that?

I would like to acknowledge the valuable input provided by @collinq. His initial ideas were instrumental in guiding my approach.

The “Embed” option does not automatically allow users to view the report. Viewing permissions are set in Power BI Services.

In Power BI Services, you can share embedded reports with users who need access rights. If you are using a Microsoft 365 group, you can include the user as a member of the workspace.

If you do not want a user to access the reports that you embed in the company portal, just do not give this user access. If you are using Microsoft 365 groups, you can leave this user out of the workspace.

Hi Yang @Anonymous , thank you for your reply. Maybe I didn't express myself clear: 
I want user to have access to the report on the company portal BUT
not able to go to PowerBI.com and access report there.
The report uses RLS and need to authentificate each user individually.  If I'm not giving user view access to the workpsace they would not be able to open the embeded report at all.
