I have a few sensitive solutions that require that no data to be copied. I have turned off every available option to disable copy and pasting of visual information but this one still remains. Is there a way to disable this option?

You can turn off copy/paste of visuals, you can turn off export of data and you can make the user only get to the dashboard through an App. An app with no permissiosn to underlying data and with visuals that do not have the ability to export and with limited instructions is the best you can do. But, you can't really stop any and all ability to copy/paste. If nothing else, a user can take a screenshot of the screen.

4 years on, I take it there isn't any changes in functionality?
Also if you have RLS, not sure access via app rather than a report with everything turned off is possible?
I do understand the screenshot comment though and why this might be a barrier, although having that as the only option would be a much better deterent and ultimately outside the functionality of Power BI.
It's a shame that Power BI is so limited on the access/security front.
I might put it up as an Idea.

Seeing that this ability was added in September 2018 and here we are in 2020 the MS PowerBI team should have at least allowed this to be disabled either at report level or even capacity level.
Yeah, users can still screenshot things but guess we can't stop everything hehehehe.
