Can we notify users while deploying one environment to another using Deployment pipeline. If yes, kindly let me know the process.

Based on my test and research, there's only option that we can set the notification in the Power BI portal is to use the "Alert" feature to set for one card chart visual once the dataset data is changed(because the deployment pipeline process will help update), the alert can help send a notification to the end-users' Power BI notification portal:

And if you want to achieve some requirements like automatically sending email to customers for the alert, you can also try to integrate the feature with the Power Automate product to develop a flow, you can follow this document:
