Deployment Pipeline Error
I recently published a semantic model with report that are connected to the Fabric warehouse, which is located in a different workspace. When I try to deploy from development to test (semantic model and report), I encounter an error. However, when deploying from test to production, there are no issues. What could be causing this problem?🙂

The deployment error encountered when transitioning a semantic model and report from the development to the test environment in Microsoft Fabric is likely due to the configuration of data source bindings across workspaces.Specifically, the semantic model and report are connected to a Fabric warehouse that resides in a different workspace. During deployment from development to test, the pipeline does not automatically rebind the semantic model to the correct warehouse in the target workspace.
This results in broken connections and deployment failure. However, the deployment from test to production succeeds because the binding may already be correctly configured or manually adjusted in the test environment.To resolve this issue, it is recommended to manually rebind the semantic model to the appropriate Fabric warehouse after deployment to the test workspace. This involves navigating to the semantic model settings and updating the data source connection to point to the warehouse intended for the test environment.
Additionally, if deployment rules are being used, ensure that they are correctly defined to map the SQL endpoint from development to test. Misconfigured or redundant rules can lead to backend errors and further complications. Where feasible, hosting both the semantic model and the warehouse within the same workspace can simplify deployment and reduce the likelihood of binding issues. Post-deployment validation of artifact bindings and workspace configurations is also advised to ensure consistency and accuracy across environments.

Thanks for taking the time on this. I cleared all the workspaces and published both the semantic model and report to the Dev and Test workspaces (leaving Prod empty). Now, when I try to deploy from Dev to Test, the error persists. However, deploying from Test to Prod works perfectly.

The problem arises because the semantic model’s data source is bound to the Fabric Warehouse, and after publishing to Dev and Test workspaces, the model still points to a hardcoded SQL endpoint in Dev. This causes deployment to fail when moving to Test, while the transition from Test to Prod works since the binding matches.
To fix this, it’s recommended to use a parameter like WarehouseConnection for the warehouse connection in Power BI Desktop, replacing the fixed URL in Power Query. After publishing to Dev, you can set deployment rules in the Fabric pipeline to map this parameter to the correct SQL endpoint for each environment, making deployments smoother.
Alternatively, keeping both the semantic model and Fabric Warehouse in the same workspace avoids this issue, but may reduce flexibility. Using parameters with deployment rules is generally the most scalable and recommended approach for CI/CD in Microsoft Fabric.

The deployment error occurs because the semantic model in your development workspace references a Fabric warehouse located in a different workspace, which creates a cross-workspace dependency not automatically handled by deployment pipelines. To resolve this, you should parameterize the data source connection in your semantic model and configure deployment rules in the pipeline to point to the correct warehouse for each environment.

The error likely means some related items—like the warehouse connection or datasets—aren’t included in the deployment from dev to test. Since the warehouse is in a different workspace, make sure all dependencies are either already in the target or included in the deployment. It works from test to prod because those dependencies are probably already set up there. Check the deployment logs for details on what’s missing.
