is it possible to deactivate dynamic subscriptions ? Or only allow for a specific group?
We had few cases where users have throttled our capacity because the email was send n times due to "bad" data selection.

It is possible but the scope limited to the workspace selected.
1. Go to the workspace
2. You have to be Admin of the workspace
3. Open up any report
4. In the ribbon, click Subscribe to Report
5. When the right pane appear, click on Manage All

Subscriptions are managed at the workspace level. Subscription creators and users assigned the Administrator role can view and manage subscriptions. Administrators in the workspace can edit and take over all subscriptions in the workspace.Fabric administrators can view logs and turn certain subscription features on and off.
arvindsingh802 as well talks about how creators can manage. Let me add something about how administrators can manage.
A user assigned the Administrator role in a workspace can view all subscriptions created for Power BI reports, dashboards, or paged reports in that workspace, regardless of the owner. Information about the subscription name, owner, report or dashboard name, and content type is provided.Workspace administrators can also edit and take over subscriptions owned by others.
You can manage them according to the location shown in the following figure. More detailed information can be found in the documentation: Email subscriptions for reports and dashboards in the Power BI service - Power BI | Microsoft Learn
