When we extract datasets refreshes history, we can see the two types of error messages :
You have reached the maximum allowable memory allocation for your tier. Consider upgrading to a tier with more available memory
or
The operation was throttled by Power BI Premium because there were too many datasets being processed concurrently. Please try again later
I Guess the first post is related to our premium SKU memory overload
Maybe after time spent on he waiting room , the scheduled refreshment fail ?
and the second one could be linked to the maximum of parallel refeshes simultaneously --> for P1 = 8 //)
Also,maybe after the time spent waiting room , the refresh plannified fail ?

If you get this error messege 'The operation was throttled by Power BI Premium because there were too many datasets being processed concurrently. Please try again later' , it may measns that the maximum concurrent refresh exceeds the limit in the overlapping time period. It is suggest to set schedule refresh for different datasets at different times,

What that means is you have used all your memory allocated to your Premium Node. This is typically because there are datasets running using memory and a dataset refresh also needs memory to refresh. And the dataset refresh is taking your memory allocation above your limit.

What you need to do is to look at the Power BI Premium Metrics.
This will allow you to see why this is happening.

Also if you had to upgrade it to Power BI Premium Gen2, refreshes would NOT count towards your refreshing datasets:
