I have access to a dataset, but to not have credentials to edit the data model. I am looking to see if it's possible to combine the dataset with an excel file that I maintain. When I try to publish the report, it creates a new dataset that is not refreshed. If I ask my It Dept to enable the refresh from the query side, will it also refresh the excel file I maintain if I save to a shared location?

Yes it depends on where you maintained your excel file. if the file is available in your on-prem folder then you need to setup a gateway to refresh it successfully. if it is sharepoint online then gateway is not required.
If you add your excel on top of your local proxy model (Power BI dataset) then it will create a new dataset which will have the direct query connection to the Power BI dataset and import to your excel.
