For some reason the dataflow is refreshing correctly on schedule and/or demand, but when I then refresh the dataset it only takes a very short time and doesn't update.. The dataset refresh history shows the refresh as having been successfully completed and there is no error message. Is this a timing issue perhaps?

Your suspection: "Is this a timing issue perhaps?" Is likely correct. The most common way this issue has appeared in my models is when a database hasn't finished refreshing and Power BI service refresh starts overlapping the database refresh. E.g. My database could be set to refersh at 18.50 and Power BI service at 19.00. If the database refresh hasn't finished this behaviour appears. Try checking if your models has this issue.

I did an on demand refresh of the dataflow a few hours ago and it is showing the correct / updated data, which tells me that the database has updated. I just tried again to refresh the dataset (now over 2 hours later) and it's still now showing the updated data that is in the dataflow. Everything has been working fine up until now and I have not changed anything so I am puzzled as to why this is happening.
