Dataflow refresh quick, dataset refresh slow

I have a dataflow that has hardly 4000 rows and it refreshes in a minute, there is a dataset that connects to this dataflow (import mode),
why does the dataset takes 6 to 7 minutes to refresh ? The workspace is premium
