Refresh failed:
Failure details: The last refresh attempt failed because of an internal service error. This is usually a transient issue. If you try again later and still see this message, contact support.
I got this error while refreshing PBI service data set with Azure SQL database connection.

It seems that there is something wrong in Azure sql database.
You may try to download the pbix file and open it in power bi desktop.
Then refresh it in power bi desktop to check which data source is error, and adjust it then republish it.

We get this error on a regular basis. Sometimes it errors and sometimes it does not. Your solution is not a solution.
