Hi, I have created dataset from CRM online cases database using Power BI Desktop to analyze the hourly inbound of cases. The CRM Online data includes only UTC 0 time zone which I needed to convert to local time. All works fine if I refresh data in Power BI Desktop and also after publishing it to Power Bi first the time was local hour. But after the first scheduled data refresh time was overridden to UTC 0. Is there a solution to prevent this?

Well yes, currently the time in Power BI Desktop and Power BI service can't be synced, as the service would convert the time to UTC.
There is an idea submitted on this part already:
Support for visualization of UTC timestamps
Please vote for it if this is the feature that you would Power BI to have in the furture.
Besides, Ken Puls shared a blog which could be a workaround to display the time rightly in the service, check to see if the blog would help:
Display Last Refreshed Date in Power BI
