When scheduling refreshes is there a way to have certain tables not reach out to the data source and be refreshed? Example, I have some history tables for time and general ledger, which do not change. I would like them not to be refreshed it time, just the tables that have changing data. Thanks!

Incremental refresh is your solution.

However, you can only publish your pbix from desktop to premium workspace. I am afraid it is not avaible for user with only Pro licence.
Best,
Paul

@Razorbx13 Depends on what type of license you have. If you are using just Pro licenses then there isn't a way in which you can skip or ignore any of these type of tables. If you have premium, then you can use incremental refresh -> https://docs.microsoft.com/en-us/power-bi/service-premium-incremental-refresh to skip these type of tables. However, in better news it appears that this functionality may be coming to the Pro license this year based on a reply by Christan Wade - MSFT on twitter
