When we try to export the Visual data to 'XLS', there is an issue as follows:
1. When we export 'Aggregated/Summarized Data', the exported file is accurate
2. When we export 'Underlying Data', the data is not accurate. The columns that are on the visual are not being exported completely and there are other columns (in the dataset but not on the visual) being exported along with this file.
Can we control as to what should be exported in the data and what not? Also, why would the underlying data be different?

Select 'Underlying Data' option, you would see the data in the visual and additional data from the model.
Exporting underlying data allows users to see all the detailed data -- every column in the data. Power BI service administrators can turn this off for their organization. If you are a dataset owner, you can set proprietary columns to "hidden" so that they don't show up in the Field list in Desktop or Power BI service.

for example
If the visual uses data from more than one data table, and no relationship exists for those tables in the data model, only data for the first table is exported.

My understanding is when exporting the Aggregated data, that is the exact data that is generating the Visual.
Whilst when exporting the underlying data, this is the row level data, before it is summerized into the visual. So you would have to take the underlying data and then summerize it as per the visual you are looking at.
There is now a way in the Power BI Service to control the export data settings for each report.
