Dashboard visibility and sharing

Hello everybody,
We created a workspace where we made a dashboard available for testing, we assigned this workspace to some members with the capacity of viewers only. However, when trying to access this dashboard, it asks the user to have the PRO license.
The workspace license mode is PRO. As a creator, I have a PRO license and viewers understand that only the FREE license is enough. Is it correct I did something wrong?

Based on my research and test in the official document, even you have a Pro license, you are only in a shared capacity for the Power BI workspace, so the other users still need to Pro license to access your Power BI content.

Power BI service features by license type - Power BI | Microsoft Learn

Power BI Pro is an individual per-user license that lets users create content and also read, and interact with content that others have published to the Power BI service. Users with this license type can share content and collaborate with other Power BI Pro users. Only Power BI Pro users can publish or share content with other Pro users or consume content that's created by other Pro users, unless a Power BI Premium capacity hosts that content. If a Power BI Premium capacity hosts the content, then Pro users can share content and collaborate with free and PPU users too.
