Cross Tenant Reporting Government Community Cloud (GCC) <> Commercial Tenant

We are creating reports in a Commercial Power BI tenant, with Power BI Pro licenses. We would like to share these reports with users on the Government Community Cloud. We have gone through the process of sharing from one commercial tenant to a different commercial tenant and it works just fine. When trying to do this from a commercial tenant to a GCC tenant, the GCC user gets an error that they must upgrade to Power BI Pro. However, their GCC license is the Power BI Pro equivalent. Has anyone been able to address this issue successfully?
