Create alert for multiple measure data points?

We have a list of employees being evaluated (using a measure, displayed in a data table) and would like to be able to create an alert once an employee's evaluation reaches a certain threshold.

I checked the PBI Alerts article from MS and it looks like this is only possible for visuals (eg: gauge, KPI tile) that show only a single data point. Are PBI alerts possible for our use case?

PBI alerts do not seem to satisfy your requirement here Set data alerts in the Power BI service - Power BI | Microsoft Docs
