Hello Team,
I would like to incorperate our manual Electrical and instrumentation Scope of Work document into the PowerBi so that it can be done online. The features will be check boxes, combo boxes (pick from list), attach pictures, instructions and can be saved and exported as pdf.
Can this be done here and how do I go about doing it?

You'd need Power BI, Power Apps, and likely Power Automate to accomplish all of that. Step 1 would be hiring a really good consultant(s) and put together a good project plan. You are describing building an app, not a report.
DAX is for Analysis. Power Query is for Data Modeling
