I have created a report with direct query access to the datasource.
I have shared the report with serveral users in my organization and it works fine.
But when I share the report with a user outside my organisation, the user has access to the dashboard but no data is shown.
The gateway and the datasource in the report is configured as public.
I hope you can help me.

In Power BI Services, without Row Level Security set, users outside organization can also view the data in shared dashboard successfully even they don’t have access to data source.
However, if you set RLS on your dataset, those accessing users must be added to a role, otherwise they can see nothing on your shared dashboard. Please check RLS setting and try again.

For a live connection the Power BI Service account is passed as the effective username, so you need to make sure anyone looking at the report has access to the data source.
