Cortana Integration Loading....

I've developed a few Cortana reports. They work intermittently on a good day.  I look at all of the troubleshooting suggestions and everything is in place.  When I run the test app I see the utterances (as well as in Cortana itself), however, it just shows a white screen with "Loading..." and never loads.  One of these reports worked previously and the other two are new.  I've restarted the service, logged off and on, rebooted the machine, etc.  It still just says loading.
