According to your description, you are getting error when trying to connect clickhouse which is hosted on AWS.
First of all, the data source you connect to is located on your AWS ECS, first you need to make sure that the address of your data source is accessible in the public network?
If your data source can only be accessed in your AWS intranet, you need to download the on-premises data gateway on your AWS VM and configure it.

If your AWS can be accessed on the public network but still reports a connection error, you can try checking whether your virtual machine will block a connection request for the Power BI service.
