I mean to ask when a content pack is shared by a user, could we see the query behind the datasets and reports?

What is the code do you mean? As far as I know, we can only see the power query for some content packs with the .pbit file (Power BI Desktop Template). For example, the template file for JIRA content pack which can be found in comments of this blog.
