In my PBIX, I have a cloud connection and an on-prem connection. When I publish the report, I get the dreaded "Scheduled refresh has been disabled" message.
IT has setup a gateway, but apparently only they can edit credentials and schedule refresh. They're saying we have to get them to publish each and every time for this report.
Is there a better way to do this? Is the checkbox "Allow user's cloud data sources to refresh through this gateway cluster" potentially not checked?
Any help or advice is appreciated!

The option "Allow user's cloud data sources to refresh through this gateway cluster" should be ticked, and won't be changed automatically, while it may not be the issue root. The credential of your data source may be changed according to the company security privacy or the paths of data source have be changed, for example the password of your data source may be changed monthly. So you may need to go to data source setting, update the credential via click the option "Edit credentials" for the data source.

When you look at the reason for the error/schedue refresh being disabled what are the detail listed there?
