Is it possible for the user to change the graph dynamically?
For example if I create a line graph in Power Bi, can the user change the visualization into Bar Graph?
I do not want the user to edit the report, but just the ability to change the type of graph.

In Power BI Desktop you can turn on the Option, (File, Options & Settings, Options, Current File, Report Settings)
You can turn on "Personalize Visuals". This allows consumers of your report to change the type of visualisation you've used, so exactly in your example, if you have a Line Chart, they can change it to a Bar Chart.
