I have shared 3 different report with a user, 2 reports are import and one is direct query. on the one that is direct query the user lost the ability to export to excel , but this still active on the other 2 reports.
What else can i do, all reports have the same settings. I already try many option and is not activating that option. Me as admin of the report, I can export data from the web service.

Where are you exporting the report? in PBI Desktop or in service?
If it is in service then the maximum number of rows that it can exported to .xslx is 30,000 (For free users) and 150,000 (for Pro users).

The problem I have is in the service, I haven't been able to find a solution yet. I have the rights to export to excel but the users that I'm sharing the report with do not. They used to be able to export but it changed few weeks ago.
Line totals are under 30,000 and users have pro licenses, set up for the report is to export data both as summary and underlying, but users are not even getting the option to export the data. Not sure what else to do. I shared different reports with the same users and they can export from those, the difference is that those reports are imports compared to the one that I having problem that is direct query.

I'm having this same problem also. All my users have Pro licenses, some can Export and othes cannot.
Has something changed?
