Can't publish app with only workbooks

I'm running into an issue with the Power BI portal. I have an app workspace with only excel workbooks and no reports or dashboards and i cannot publish the app. It gives me an error (see attached image).

After adding a report (from a pbix) i can publish the app.
When i then remove the report, leaving only the workbooks, i can update the app (which gives me the result i want)
If i then unpublish the app and try to publish again (with only workbooks and no reports) it gives me the error again.

Hi @mvogt_ilionx,

I'm not able to reproduce the issue both in old version workspace and new preview workspace. In your scenario, please remove this workbook and upload a new workbook then publish the app again. 

If the same issue occurs, please share the detail information about the error message.
