Can't publish app with only workbooks

The issue seems to have resolved itsself. Thanks for your input.

I'm not able to reproduce the issue both in old version workspace and new preview workspace. In your scenario, please remove this workbook and upload a new workbook then publish the app again.
If the same issue occurs, please share the detail information about the error message.
