Can a Premium License user assigned to Viewer role download data to Excel?

Is it possible for a "free" Premium license user that is assigned to the Viewer role in the workspace to download the data to Excel?  The documentation seems a little unclear as I have seen that assigning Build capability to the Viewer role may enable this but it seems like a user needs to have a Pro license to do this.  I guess to boil it down, in order to download data from a published report, does a user have to have a Pro license or can a "free" license user also download?  If they can download, do they have to be in a specific workspace role (like Contributor) or can a Viewer download the data?

Hi there

My understanding is that a free user can only interact with an App and is not able to view data via Analyze in Excel.

The user would need to be anything higher than Viewer and would require a Power BI Pro license.
