Can Capacity Admin Access All Capacity Workspaces

Hello,

I understand that Power BI Service Administrators (and probably every admin level above them) can give themselves access to every workspace in the tenant (except, I think, "My Workspace") and are, thus, very high privilege roles.

Can Power BI Premium/Embedded Capacity Administrators give themselves access to every workspace hosted/assigned to their capacity?

Just trying to understand who all will have access to the workspace I'm creating.

Capacity admin cant access workspaces like Power BI admin, they can only assign and remove capacity from the workspace and see the list of admins for that workspace..
