Can Capacity Admin Access All Capacity Workspaces

Hello,   I understand that Power BI Service Administrators (and probably every admin level above them) can give themselves access to every workspace in the tenant (except, I think, "My Workspace") ...

    hi Anonymous 
    Capacity admin cant access workspaces like Power BI admin, they can only assign and remove capacity from the workspace and see the list of admins for that workspace..
