When I change report name and publish to service...end-users' bookmarks no longer work...how can I resolve this?
I can understand if changing report page names can affect bookmarks but I can't understand if changing report/dataset names can affect end-users' personal bookmarks.
Can anyone explain?

There is no workaround. Bookmarks capture metadata at the time of the bookmark creation. If you subsequently change the report design, then these bookmarks will be impacted and can become corrupted.
Limit your design changes. Teach users how to recreate their personal bookmarks. Consider using common bookmarks (the ones you create in Power BI Desktop before publishing. Use the "Chat in Teams" feature to capture and distribute bookmarks on the fly."

When you change the report name and publish it to Power BI Service, end-users' bookmarks may no longer work. This is because bookmarks are saved with the report page name and if the report name is changed, the bookmarks will no longer be able to find the report page
When you change the report or dataset name in Power BI, it can affect the end-users' bookmarks because the bookmark references the report or dataset name. To resolve this issue, you can try the following steps:
1. Update the bookmark: You can update the bookmark to reference the new report or dataset name.
2. Republish the report: You can republish the report with the new report or dataset name, and then ask the end-users to update their bookmarks.

note the only change is report name...all page names and field names remain the same...no design changes to any pages.
