Hi Folks,
Please let me know the correct way to provide access to 10000+ users for a report when there is no group available in Active Directory
Note: Apps cannot be used for my case.

You can use Publish to web, anyone on the Internet can view your published report or visual
But please note:
This method is not very secure because View requires no authentication. It includes viewing detail-level data that your reports aggregate. Before publishing a report, make sure it's okay for you to share the data and visualizations publicly. Don't publish confidential or proprietary information.

Or you can also use Embed for your customers and Embed for your organization from Power BI Embedded.
It is recommended that you use Embed for your customers, App users don't need a license

If you don't want to control the access management, you can use the link share option. https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-share-dashboards#share-a-report-via-link
Note: It is always better to use AD groups for providing the access to a large number of users.
