I just incorporated the Azure Maps visual into a report and I'm having an issue with the tool tips when you hover over a bubble.
For the entire map, no matter the zoom, I have to hold my mouse cursor about 100 pixels to the right of the bubble to get the tooltip to pop up.
The bubble is in the correct place but the tooltip is not.
Power BI Desktop works great...no issues whatsoever.
It only happens in the web viewer after I publish the report.
Any ideas?

I fully understand your concerns. I tested again after enlarging the visual, and just as you mentioned before ,we need to hover the mouse slightly to the right of the bubble point so that tooltips could be shown.
It may be designed according to behavioral habits. My workround is appropriately change the bubble size and add an outline in Format tab to make the bubble bigger so that the tooltip could be more sensitive:

Yes! I could reproduce your issue on my side (using Microsoft Edge and Google Chrome)
According to my test, I'd suggest you use Focus mode to display visuals. In this mode, tooltips will be much more sensitive:

Thank you for confirming the issue.
In my case, Focus Mode really isn't a solution.
There is a table to the left that get filtered when you click on the map.
Focus mode covers the table (as it should) but when you exit focus mode the clicked filter is cleared.
