Hi all,
I was hoping if somebody could help with an issue I am having, I have recently started using the Azure Map. However, when I publish to web the order of the bubbles vs the reference layer changes. You can see in the first image, which is of Power BI desktop, the bubbles are above the reference layer, which is what I am hoping to achieve, as it clearly allows the colour of the bubbles to be seen.
However, when I publish to web and view the report in the web, the order changes, so that the reference layer is now above the bubbles, making it difficult to see the colour of the bubbles. This is not because a single point is highlighted either, as clicking on a point to highlight it and then off again to deselect it does not fix this behaviour.
Any help on this matter is much appreciated.

I had a similiar problem, but it was with the column layer + reference layer instead. My workaround was to format the Azure Map visual layer position. In my column case, I went to Format > 3D column layer > Options > Layer position, and changed the option to "Above labels" (it was previously "Below layers").
This somehow changes how the rendering is done. For reasons I don't understand, it seems to think " WAIT, I have to wait for the labels to render before I render the columns", and that prevents the reference layer from overshadowing everything else?
There's obvious tradeoffs for this, such as the labels being blocked by whatever massive columns/bubbles you have, but I found the transparent reference map overlay uglier. That's my experience anyways so far, I don't know if the same will happen for you.
I have the same problem with a reference layer and 3D column layer. it seems to render the layers in a random order unless I set 'above labels' which then obscures the labels.
I'm afraid not, however it has since fixed itself on my report. I'm afraid I can't help you any more than that but I'll update this post if I can work it out in the future.
