Autoload Apps for End Users

I have created apps for my workspaces. I add users under manage permissions as seen below:

The issue I have is these apps are not auto loading for users. For example, for the BI_Returns app I added the permissions for my whole orginization. When a user opens power bi they do not see the app unless they have clicked the link shared to them previously. Is there a way to have users apps autopopulate without clicking on the link first? This is happening for both manually adding them under the manage permissions and adding the whole orginization for permissions. 

 

Mainly concerned about people missing the email where the link is sent out then not knowing they have the app because it is not autopopulating.

When creating or updating the App, expend Advanced settings and check the box
