Hi,
I have a situation where users want to use Excel to connect to dataset and have that in power BI service.
1. Analyze in excel for data set.
2. Create Reports in Excel using the model.
3. Upload the excel to Power Service and schedule refresh of the Excel file uploaded.
is this possible

The third step can't be achieved:currently you cannot have an Excel workbook connected to a Power BI Dataset that will work and schedule refresh.(Scheduled refresh applies to datasets, not to workbooks, powerbi does not support direct use with Excel workbooks)
You can only reload it manually.
For you requirement , you can also take a try to upload them to onedrive for bussiness first. Then "Get data" ->"onedrive -Bussiness" ->"Connect, manage, and view Excel in Power BI" in Powerbi Service.
